Innovative Solutions to End Homelessness

Lease-Up Services

HOM contracts with the City of Phoenix Housing Department to provide “up-front” lease-up services for certain housing programs that serve special-needs populations, including individual and family households experiencing homelessness.  The primary programs these services are provided for are:

  • HUD-VASH program – Homeless Veterans
  • Housing Choice Voucher program – Homeless Households
  • HOME TBRA program – Homeless Youth

HOM’s Role

  • Determine initial income eligibility for new program applicants
    • The PHA selects applicants from their waiting list and determines eligibility for the housing assistance, including conducting applicable criminal background checks
  • Conduct program orientations or briefings for new program participants
  • Issue vouchers and provide housing search assistance
  • Approve requests for tenancy approval
  • Perform gross rent calculations and determination of rent eligibility
    • HOM uses the PHA-established payment standards in determining Gross Rent eligibility
  • Perform rent reasonableness determinations
  • Perform initial Housing Quality Standards (HQS) inspections
  • Facilitate lease execution between tenants and landlords
  • Prepare Housing Assistance Payments (HAP) contracts with landlords
