To advance this mission, we proudly welcome Hayley Winterberg as our new Chief Housing Officer (CHO). With an extensive background in system transformation and leadership development, Hayley brings a wealth of experience and passion to this role.

The creation of the Chief Housing Officer position represents a key evolution for HOM. Previously, our leadership team included the role of Chief Programs Officer, which encompassed a broad spectrum of responsibilities across housing and support services. By refining this role into Chief Housing Officer, we are placing a more concentrated emphasis on housing operations, ensuring that our programs remain effective, scalable, and responsive to the needs of the community.

As CHO, Hayley will oversee the full spectrum of HOM’s housing initiatives, including program development, operational strategy, and service delivery. She will work closely with internal teams, external partners, and key stakeholders to enhance housing solutions, improve service efficiency, and drive impactful policy changes. By streamlining workflows and fostering innovation, Hayley will play a pivotal role in optimizing how we serve individuals and families transitioning out of homelessness.

Getting to Know Hayley Winterberg

Hayley has built her career on driving meaningful change. She leads with a people-first approach, empowering every team member and community member in need to reach their fullest potential.

Before joining HOM, Hayley was the founding Executive Director of the Peer and Family Career Academy. There, she built a sustainable workforce development organization that facilitated over 3,000 training completions. This role highlighted her ability to develop strong teams, implement innovative training programs, and foster a culture of continuous growth.

Her expertise also extends to healthcare system transformation, having worked as the System Transformation Manager for Magellan/Molina Complete Care of Arizona. In this role, Hayley led efforts to improve health system operations, ensuring that individuals received high-quality, person-centered care. Additionally, her decade-long consulting career has equipped her with skills in strategic planning, policy development, program management, and public advocacy—making her exceptionally well-suited to lead HOM’s housing initiatives.

Beyond her professional experience, Hayley is widely recognized for her contributions to the community. Her commitment to advocacy, leadership, and systemic change has positioned her as a respected voice in the fields of housing and behavioral health.
