Milestones: Celebrating 30 Years of HOM

As HOM, Inc. celebrates its 30th anniversary, we reflect on three decades of growth, partnerships, and commitment to improving housing services in Arizona. Our small family business has evolved into a national leader in permanent housing solutions for individuals and families experiencing homelessness:

 
1994 – HOM Was Founded

Sharon Shore, with the support of Charles Blatt and Mike Shore, established HOM to administer Arizona’s first HUD-funded Shelter Plus Care program. In its first year, HOM helped 300 households find permanent housing.

 

1994 – Partnered with ComCare

HOM began by contracting with ComCare, Maricopa County’s then Regional Behavioral Health Authority (RBHA), a pivotal partnership in shaping the organization’s early services.

 

1996 – Serving 600 Households Monthly

Just two years after its founding, HOM was already serving 600 households per month.

 

1997 – A New Office Location

To accommodate its growth, HOM moved to a new office on North 3rd Street in Phoenix.

 

1998 – Contract with Arizona Behavioral Health Corporation

Arizona Behavioral Health Corporation (ABC) replaced ComCare as the HUD grantee and HOM contractor, solidifying HOM’s role in housing program administration.

 

2000 – Serving 800 Households Monthly

By the beginning of the new millennium HOM had scaled up to serve 800 households each month.

 

2000-2003 – Expanding Services for Persons with Disabilities

HOM partnered with the Arizona Department of Housing to provide rental assistance for individuals with developmental disabilities.

 

2001 – Mainstream Housing Opportunities for Persons with Disabilities Program

HOM took on a new contract with ABC to administer Housing Choice Vouchers for disabled families, operating as a HUD-Designated Public Housing Authority.

 

2002 – Contract with Arizona Public Housing Authority

HOM started performing Housing Quality Standards (HQS) inspections for the Housing Choice Voucher program in Yavapai County, extending its reach across the state.

 

2003 – Fast-Track Housing for 262 Households

In an incredible effort, HOM housed 262 households in less than 90 days.

 

2003-2005 – Consulting for Indian Housing Authorities

HOM began consulting with several Indian Housing Authorities across Arizona, Colorado, Utah, and California, expanding its influence and expertise in housing program administration to new populations.

 

2005 – Mike Shore Purchases HOM

At the age of 30, Mike Shore became the owner of HOM, setting the stage for the company’s next phase of growth and innovation.

 

2007-2008 – Housing Choice Voucher Program Partner

HOM partnered with the Housing Authority of Maricopa County to serve as the sole HQS inspection provider for the Housing Choice Voucher program.

 

2008 – Serving 1,000 Households Monthly

HOM hit another milestone, serving 1,000 households per month.

 

2010 – Leadership in Project H3: Home, Health, Hope

HOM contributed local leadership to the local 100,000 Homes Campaign, a sector-building movement that helped to transform the nation’s response to chronic homelessness.

 

2010-2020 – Hearing Officer Services

For a decade, HOM provided hearing officer services to several Public Housing Authorities in the Valley.

 

2011 – Supporting Veterans

HOM partnered with the Arizona Department of Veterans Services to administer a Transition in Place program, supporting Arizona’s military families.

 

2012 – Rapid Rehousing Partnership with UMOM

HOM teamed up with UMOM to provide Rapid Rehousing services, helping more families transition into stable housing.

 

2012 – Serving 1,200 Households Monthly

HOM’s reach continued to grow, now serving 1,200 households each month.

 

2012-2014 – Mike Shore’s Leadership in the 100,000 Homes Campaign

Mike Shore served as Director of Operations for the 100,000 Homes Campaign, leading efforts to address chronic homelessness on a national level.

 

2013 – Developed Desert Leaf Apartments

On behalf of A New Leaf, HOM developed Desert Leaf Apartments, contributing to Arizona’s affordable housing stock.

 

2014-2020 – Helping Veterans Through HUD-VASH Vouchers

HOM contracted with the City of Phoenix Housing Department to lease up HUD-VASH vouchers, ensuring veterans had access to stable housing.

 

2015 – Serving 1,600 Households Monthly

By 2015, HOM had expanded its services to support 1,600 households per month.

 

2018 – A New Home for HOM

HOM relocated to its current headquarters on E. Washington Street in Phoenix, a location that reflects the company’s growth and success.

 

2019 – 2,000 Households Served Monthly

In just a few years, HOM doubled its reach, serving 2,000 households each month.

 

2019 – Launch of Padmission

HOM launched Padmission, a technology company affiliate designed to enable centralized landlord engagement and housing search assistance for HOM, its service provider partners, and communities across the country.

 

2020 – Launch of Threshold

In partnership with the Maricopa Regional Continuum of Care, HOM launched Threshold, a centralized landlord engagement system to support housing providers across Maricopa County in securing rental units for vulnerable populations.

 

2021 – Selected as Statewide Housing Administrator by AHCCCS

HOM, in partnership with Arizona Behavioral Health Corporation, was selected by the Arizona Health Care Cost Containment System (AHCCCS) as the statewide housing administrator, further cementing HOM’s role as a leader in housing services.

 

2021-2023 – Expansion Across Arizona

HOM opened its Tucson office in 2021 on S. Craycroft Street and its Flagstaff office in 2023 on S. Milton Road, solidifying its statewide presence.

 

2024 – A Move to the Cloud

In its latest evolution, HOM transitioned to a cloud-based housing administration platform, Padmission Journey, setting the stage for increased efficiency and improved outcomes for its housing programs for years to come.

Over the past 30 years, HOM has remained steadfast in its mission to provide housing solutions to Arizona’s most vulnerable populations. From its early days in Phoenix to its technological innovations, HOM’s journey has been driven by a deep commitment to housing as a fundamental right. Here’s to the next 30 years!
