Our Services
HOM contracts with nonprofit and public agencies to administer the rental assistance and related housing program operations of Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), and other permanent housing programs for vulnerable individuals and families experiencing homelessness and housing instability.
HOM services include:
- Determine initial income eligibility for new program applicants
- Non-profit supportive service organization partners determine eligibility for homeless status and any other program-specific eligibility criteria
- Conduct program orientations or briefings for new program participants
- Issue voucher or “Ticket” for housing assistance and coordinate with service provider for housing search assistance
- Approve requests for tenancy approval
- Perform gross rent calculations and determination of rent eligibility (Fair Market Rents and payment standards)
- Perform rent reasonableness determinations
- Conduct Housing Quality Standards (HQS) inspections
- Facilitate lease execution between tenants and landlords
- Execute Housing Assistance Payments (HAP) contracts with landlords
- Pay application fees, refundable security deposits and other required fees for move-ins
- Assist participants with turning on any required utilities and pay required utility deposits
- Calculate Tenant Rent (30% of tenant’s adjusted monthly income) and Housing Assistance Payment (HAP)
- Monthly payment of HAP to landlords via direct deposit with e-mail of payment itemization
- Act as liaison between landlord, tenant, and supportive services providers for tenancy-related issues
- Service provider partners provide client-centered, wrap –around supportive services to tenants in their homes and in the community
- Perform interim and annual re-certifications of program participants’ eligibility and ongoing assistance levels
- Perform annual and special HQS inspections for all program participants
- Assist tenants in renewing leases annually or providing written notices to vacate to landlords
- Perform move-out inspections at the end of all assisted tenancies
- Process and pay landlord claims for reimbursement for move-out charges/damages and/or vacancy loss
- Process program terminations
HOM contracts with non-profit and public partners to provide the first two core components of Rapid Re-Housing (RRH) programs: 1) Housing Identification and 2) Rent and Move-In Assistance. These services closely align with our core expertise of tenant based rental assistance administration. HOM services include:
- Conduct program orientations or briefings for new program participants
- Issue financial assistance authorization and coordinate with service providers for housing search assistance
- Approve requests for tenancy approval
- Perform gross rent calculations and determination of rent eligibility (Fair Market Rents)
- Perform rent reasonableness determinations
- Conduct habitability standards or Housing Quality Standards (HQS) inspections
- Facilitate lease execution between tenants and landlords
- Execute Rental Assistance contracts with landlords
- Pay application fees, refundable security deposits and other required fees for move-ins
- Assist participants with turning on any required utilities and pay required utility deposits
- Coordinate with supportive services provider partners on subsidy calculation
- Monthly payment of rental assistance to landlords via direct deposit with e-mail of payment itemization
- Act as liaison between landlord, tenant, and supportive services providers for tenancy-related issues
- Service provider partners provide client-centered, wrap –around supportive services to tenants in their homes and in the community

HOM contracts with Arizona Behavioral Health Corporation to administer their Mainstream Housing Opportunities for Persons with Disabilities Program. The Mainstream Program provides rental assistance through Section 8 Housing Choice Vouchers to very low-income, disabled households. The purpose of the program is to expand residential choice for Mainstream households while promoting fair housing, ensuring safe and affordable housing, and encouraging self-sufficiency efforts by participant households. HOM services include:
- Maintenance of the program waiting list, including public notice of opening and closing the list and periodic conducting of the waiting list lottery
- Determine initial eligibility for new program applicants

- Issue voucher for housing assistance and housing search assistance
- Approve requests for tenancy approval
- Perform gross rent calculations and determination of rent eligibility (Fair Market Rents)
